Not if you look at the gender breakdown of nominees and winners since 1958. On average every year, 67% of nominees and 68% of winners have been male.

Although that proportion is falling - last year, 56% of nominees and 49% of winners were individual males (not including men in a band).

When it comes to nationality, on average 69% of nominees and 73% of winners are from the United States.

The UK is a distant second for nationality, representing about 8% of nominees and winners every year.
